Windows Server licensing - OEM vs. Virtual

If I'm reading the licensing agreements correctly, if you buy a server with Windows Server pre-installed, that copy of the OS can only be used on the single computer you buy.

OTOH, if you buy a server with no OS and then install Windows Server on it, you can also legally use the same license and key for up to 4 VMs.  Has anyone else noticed this?
